UN Human Rights Committee: Concluding Observations on Peru (1992)

Considering the second periodic report of Peru, the Committee discussed the issue of human rights while combating terrorism or drug trafficking. It was noticed by the Government representative that in a Memorandum signed between the USA and Peru concerning illicit drug trafficking, specific provisions were included to ensure the respect of human rights when carrying out anti-drug strategy (para. 306). The Committee raised concern about the discrimination and non-participation of indigenous population in political process, especially in areas rich of drug production and trafficking (paras.322-323).
