Report of the International Narcotics Control Board for 1992: Legalization of the Non-Medical Use of Drugs (1993)

This article is an excerpt from the 1992 INCB Annual Report. In this article authors express the view of the Board on the question of legalization of the non-medical use of drugs. According to authors, there is a widespread misunderstanding of the international drug control legal regime and obligations of state-parties in regards to it. As an example, the second part of the article considers attempts of certain countries to develop a legal international market for coca products.
