The report includes issues of special concern in the context of the mandate of the Special Procedure with regard to drugs. Based on the Standard Minimum Rules for the Treatment of Prisoners, the Report addressed prisoners' safety and violence in prisons, vulnerability and exclusion of drug addicted prisoners, and responsibility of the authorities to provide them with medical and psychological treatment and harm reduction measures under detention, including evidence-based measures for the prevention and treatment of HIV and hepatitis C and syringe exchange programs.
