Report of the Special Rapporteur on extrajudicial, summary or arbitrary executions: Mission to Philippines, Philip Alston (2008)

The Special Rapporteur noticed that Philippines had been experiencing problems with youth gangs who use drugs and commit crimes, often petty crimes. The Special Rapporteur criticized the practice of death squads with the involvement of police officers. It was emphasized that the victims of death squads are suspected criminals, including suspected drug dealers.

 In this respect, the Special Rapporteur required to end death squads and to abolish the practice of collection and submission of criminals’ names, including drug dealers and pushers in the law enforcement watch list.
