UN Committee on Economic, Social and Cultural Rights: Consideration of the Report of Mexico (1990)

The Committee considered Mexico’s initial report on articles 10-12 of the International Covenant on Economic, Social and Cultural Rights in 1990. During the session, the representative of Mexico noted that measures had been taken to combat drug and tobacco addiction, alcoholism, and AIDS (paragraph 87). The Committee asked for information about the treatment of drug abuse in Mexico and about juvenile crime and drug abuse, particularly in urban areas (paragraph 94). Mexico’s representative noted that the drug problem affected mainly ‘street urchins’ and was essentially the health sector’s responsibility; a National Council to combat addiction had been established in 1986 to coordinate efforts in that arena (paragraph 96).
