UN Committee on Economic, Social and Cultural Rights: Concluding Observations on the Russian Federation (1997)

The Committee considered the third periodic report of Russia and issued these concluding observations in 1997. In paragraph 113, it notes serious concern at the dramatic increase in rates of HIV infection, which was apparently ‘largely due to increased drug use’. It also expresses concern at the increase in drug addiction among youth. In paragraph 128, the Committee recommends that Russia intensify its efforts to treat addiction and to apprehend and punish drug traffickers.
