UN Committee on Economic, Social and Cultural Rights: Consideration of the Report of Panama (1991)

The Committee considered the initial report of Panama in 1991. During the session, members of the Committee noted the high incidence of drug abuse and trafficking in Panama, especially among youth, and requested clarification of Panama’s statement ‘that an estimated 60 per cent of Panamanian youth were addicted to drugs’ (paragraphs 113, 137). Panama’s representative stated that the high statistic was concerning, but noted that the problem of drug use in Panama ‘was relatively minor’ compared to other countries in the region (paragraph 115).
