UN Committee on Economic, Social and Cultural Rights: Concluding Observations on Colombia (2010)

The Committee issued these concluding observations in 2010, after consideration of Colombia’s fifth periodic report. In paragraphs 27-28, the Committee notes concern at drug production, trafficking, and consumption in Colombia. However, the Committee also expresses concern at many negative consequences of anti-drug measures, including ‘large-scale internal displacement’, ‘widespread corruption’, and the adverse impacts of aerial fumigation. The Committee reminds Colombia ‘that counternarcotics efforts should not lead to adverse impacts on the enjoyment of economic, social and cultural rights’ and recommends certain strategies for incorporating rights considerations into efforts to combat the drug trade.
