UN Committee on Economic, Social and Cultural Rights: Consideration of the Report of Colombia (1991)

In 1991, the Committee considered Colombia’s second periodic report on articles 13-15 of the International Covenant on Economic, Social and Cultural Rights. Committee members asked whether drugs and guerilla activities limited the exercise of Covenant rights (paragraph 297). The Colombian representative noted that progress had been made in the campaign against drug trafficking – including criminal proceedings against members of the Medellin cartel – but that ‘crop substitution campaigns had been only a qualified success’ (paragraph 301). The representative also mentioned programmes for preventing drug use and institutions for treating addicts, as well as a government effort to rehabilitate ‘children used by drug-traffickers’ (paragraphs 301, 307-308)
