UN Committee on Economic, Social and Cultural Rights: Concluding Observations on Mauritius (2010)

The Committee issued these concluding observations in 2010, after it considered the combined second to fourth periodic reports of Mauritius. In paragraph 27, the Committee expresses concern at the high number of injection drug users in the country and the dramatic increase in cases of HIV/AIDS, particularly among intravenous drug users. The Committee urges Mauritius to employ a comprehensive approach to achieving the right to health of people who inject drugs; the Committee then recommends several specific measures, including increasing needle exchange programs, developing ‘youth-friendly harm reduction services’, and considering decriminalization.
In paragraph 28, the Committee notes concern at the increasing rate of drug trafficking and recommends that Mauritius combat such trafficking while ensuring that it fully complies with international human rights standards, ‘including in relation to the abolition of the death penalty’.
