The Committee issued these concluding observations after considering the second periodic report of Estonia in 2011. In paragraph 26, the Committee expresses concern at the increase in drug use in the country. The Committee recommends that Estonia intensify its efforts to prevent drug use, including education programmes and the expansion of drug substitution therapy. The Committee also encourages Estonia to continue its needle exchange programme.
