The Committee issued these concluding observations in 1996, after considering the third periodic report of Belarus. In paragraph 281, the Committee notes with concern the increase in drug use in Belarus, and in paragraph 286 expresses concern that the country’s drug and alcohol detoxification and rehabilitation centres are insufficient to meet existing needs.
