Tovar v. Venezuela, UN Human Rights Committee (1999)

Applying to the Committee, Mr. Tovar claimed that in line with the fight against drug trafficking he was detained and convicted unlawfully in violation of guarantees of  fair trial, including lack of legal aid, was subject to torture by police officers, and his house was searched without proper authorization.

The Committee declared the communication inadmissible as it was being examined by another instance of international investigation, in this case by the Inter-American Commission on Human Rights.
