Canon Garcia v. Ecuador, UN Human Rights Committee (1991)

The author of the communication is Edgar A. Cañón García, a Colombian citizen, who was imprisoned on drug-trafficking in the United States America. Mr. Garcia claimed to be kidnapped by the members of the United States Drug Enforcement Agency in Ecuador, tortured and transferred to the United States without the procedural guarantees of existed extradition treaty between United States and Ecuador.  

The Committee found a violation of Articles 7, 9 and 13 of the Covenant.
