In the concluding observations on the fourth periodic report of Portugal, the Committee raised concern about the poor health conditions of prisoners, particularly widespread drug use and the high rate of detainees with HIV/AIDS and hepatitis C. The Committee recommended the State Party take appropriate measures to address the problem of availability of drugs, drug dependence and the high rate of HIV/AIDS in prisons.
