UN Human Rights Committee: Concluding Observations on Mexico (1999)

In the Concluding Observations on the fourth periodic report of Mexico, the Committee expressed its concern about the regulations under the Act against Organized Crime of 1996 which allows police in cases of “flagrante delicto” to arrest persons without a warrant from a judicial authority and detain for 48 hours, in special circumstances up to 96 hours before being brought before a court without having access to legal counsel.
