UN Human Rights Committee: Concluding Observations on Guatemala (2012)

In the concluding observations of the third periodic report of Guatemala, the Committee raised the issue of increased levels of violence in the State that mainly resulted from drug trafficking. The Committee was also concerned by the frequency  Guatemalan authorities declared states of emergency. The Committee recommended the State adopt a comprehensive strategy to focus on prevention, control and the appropriate punishment of violence ensuring the full exercise of the rights of all involved as enshrined in the Covenant.
