Injecting Drug Use Among Children and the Child’s Right to Health. Submission of Harm Reduction International to the OHCHR Study on Children’s Right to Health (Human Rights Council Resolution 19/37)

In the resolution 19/37 on the rights of the child, adopted on 23 March 2012, the Human Rights Council decided to focus on the right of the child to the enjoyment of the highest attainable standard of health. As part of that goal, it invited the Office of the High Commissioner to prepare a report in collaboration with the various key stakeholders. The report, presented  in the twenty-second session of the Human Rights Council, to inform the annual day of discussion on children’s rights.

Harm Reduction International's submission to the report by the  Office of the High Commissioner, discuses how injecting drug use 'continues to represent a significant blind-spot in terms of  research and public health and child rights-based responses.' The organization advocates for a focus on the children and young people under 18  injecting drugs, considering there are significant, practical and ethical dilemmas raised when working with this vulnerable group which are very different from working with adults.
