Report of the International Narcotics Control Board for 2009 (2010)

This article is an excerpt from the International Narcotics Control Board Annual Report for 2009. In this article the Board provides recommendations to the main stakeholders, namely to Governments, to the United Nations Office on Drugs and Crime and the World Health Organization, and other relevant international organizations. The recommendations on the implementation of the international drug control regime and specific control measures in this regard, including eradication of coca bush and cannabis plantations, medical facilities for the treatment and rehabilitation of drug dependence, the relationship between drug abuse and the crime of sexual assault, position of the Board with regards to introduction and maintenance by some states the ‘drug consumption rooms” and “drug injection rooms”, and others. The recommendations are source of information regarding the position of the Board on the issues related to harm reduction, safe injection facilities, the right to health and access to essential medicines, and other relevant issues which are of concern for the human rights expert community.
