Report of the International Narcotics Control Board for 2012 (2013)

This article is an excerpt from the International Narcotics Control Board Annual Report for 2012. In this article the Board provides recommendations to the main stakeholders, namely to Governments, to the United Nations Office on Drugs and Crime and the World Health Organization, and other relevant international organizations. he recommendations on the implementation of the international drug control regime and specific control measures including the need to control the utilization of plant based preparations that are not under international control and which are used for traditional indigenous rituals and religious ceremonies, control of administration of prescription drugs, the need to address cannabis abuse and reinforce efforts to meet the growing demand for treatment services related to cannabis abuse, the expression of the serious concern of the Board with regards to ongoing move towards legalization os cannabis, and others. The recommendations are source of information regarding the position of the Board on the issues related to harm reduction, safe injection facilities, alternative development, right to health, the rights of indigenous peoples and other relevant issues which are of concern for the human rights expert community.
