Drug Abuse and the Criminal Justice System, INCB (1996)

This article is an excerpt from 1996 INCB Annual Report. In this article authors address the phenomenon of drug abuse through the prism of criminal justice system. The first part considers problems and challenges that criminal justice system face while dealing with the issue of drug use. The second part discusses the need to strengthen international cooperation in order to success in the global fight against drug trafficking. The third and fourth parts provide authors' views on what should effective national legislation look like, and what is effective use of criminal justice system. The fifth and sixth parts discuss the need to provide drug abusers with treatment, and the need to provide criminal justice personnel with professional training to be able to deal with this specific type of criminal activity. The article concludes with recommendations to the stakeholders.
