Preventing Drug Abuse in an Environment of Illicit Drug Promotion, INCB (1997)

This article is an excerpt from 1997 INCB Annual Report. In this article authors discuss the need to reduce consumers' demand for illicit narcotic drugs as one of the main solutions for the problem of drug abuse. The first part discusses those risk factors which are associated with drug abuse, e.g. personality traits, behavioural factors, family and educational background, and others. The second part focuses on the legal status of public incitement to drug abuse in the frames of international drug conventions and national legislations. The third and fourth parts address actions needed to be taken in order to change the environment that promotes drug use, and prevention strategies which could be effective for this purpose. The article concludes with recommendations to the stakeholders.
