Report of the International Narcotics Control Board for 1999: Freedom from Pain and Suffering (2000)

This article is an excerpt from 1999 INCB Annual Report. In this article authors discuss restriction of use of narcotic drugs only for scientific and medical purposes. The first part focuses on an adequate supply of controlled drugs for medical purposes as a main objective of the international drug control treaties. The second part addresses the progress and constrains of such approach. The third part of the article raises concerns in regards to excessive availability of psychotropic substances and what challenges rise in this regard before INCB. The article concludes with recommendations to stakeholders concerned.
