Report of the International Narcotics Control Board for 2000: Overconsumption of Internationally Controlled Drugs (2001)

This article is an excerpt from 2000 INCB Annual Report. In this article authors discuss the problem of overconsumption of internationally controlled narcotic drugs. The first part addresses the need to ensure that the use of narcotic drugs shall be restricted to medical and scientific purposes. The second part discusses assessment of the medical and scientific needs as a main criteria for identification of the necessary minimum amount of supply. The third and fourth parts focus on what effect the drug distribution chain has on consumption, and what are the effects of national and international regulatory controls. The article concludes with recommendations to the relevant stakeholders.
