Report of the International Narcotics Control Board for 2012: Shared Responsibility in International Drug Control, INCB (2013)

This article is an excerpt from the INCB 2012 Annual Report describing the principle of shared responsibility through the prism of existing international drug control legal regime. The article discusses the legal and institutional frameworks of the principle, as well as brings examples of good practices (e.g. licit control, demand and supply reduction measures, judicial cooperation). It further discusses the achievements and challenges in application of the principle of shared responsibility, and concludes with recommendations on what can be done to achieve better results in the application of this principle.
