The International Covenant on Civil and Political Rights (ICCPR) guarantees the protection of a range of civil and political rights to individuals subject to the jurisdiction and/or territory of State parties.  The treaty is monitored by the Human Rights Committee through individual complaints and reports mechanisms.  General comments are also issued to provide guidance to State parties for the effective implementation of their treaty obligations.

The general comment related to the right to liberty and security of person (Article 9) expressly notes the right extends to those detained for drug use.  Likewise, the general comment related to the rights of children (Article 24) expressly addresses protections of children from forced labour including drug trafficking.
