Organization of American States, American Convention on Human Rights, "Pact of San Jose" (Costa Rica, 22 November 1969)

The American Convention on Human Rights is ratified by most members of the Organization of American States and is a core legal instrument in the Inter-American system of human rights.  While the instrument is relevant to drugs and drug policy, there is no explicit reference in the text of the treaty to either.
