Sheik Kadir Sahib Tajudeen (Mohammad Ali) v. Costa Rica, IACHR (1992)

Mr. Sahib Tajudeen, a permanent resident of Costa Rica and national of Singapore, was facing extradition to France on the basis of a criminal conviction in absentia for drug trafficking.  The petitioner held that his due process rights were violated and the measure of extradition was discriminatory because non-nationals were treated differently under the Constitution of Costa Rica.  The Commission held the matter was admissible as all domestic remedies pursued were exhausted.  The Commission found no violations of the Convention.
