Mr. Giraldo Ordonez was arrested on suspicion of drug trafficking and held in preventive detention for 2 years before being released after a dismissal. Once a judge dismissed the charges, he remained in detention for 9 months pending a superior court review mandated by Peruvian narcotics law. The Commission held that the case was admissible for consideration.
