Miguel Orlando Munoz Guzman v. Mexico, IACHR (2000)

Mr. Munoz Guzman, an active member of the Mexican military, disappeared in 1993.  The petitioners held that his disappearance followed disagreements he had with his superior officers regarding information he had on drug trafficking in the region of his patrol (Ciudad Juarez) and threats he was receiving connected with that information.  The Commission held the case was admissible due to the untimely delay in investigation by the State.
