Zakharkin v Ukraine (App no 1727/04) ECHR 24 June 2010

The applicant, Oleksiy Zakharkin, is a Ukrainian national who was born in 1979 and lived, at the relevant time, in Kalush (Ivano-Frankivsk Region, Ukraine). Relying on Article 3 (prohibition of inhuman or degrading treatment) and Article 5.1(c) and 3 (right to liberty and security), the applicant complains that, arrested in May 2003 on suspicion of possession of illegal drugs, he was ill-treated by the police, detained unlawfully and not brought quickly enough before a judge after his arrest.
