This report was published by the Transnational Institute in April 2015. The report looks at the main lessons learned from the UNGASS 1990 and 1998, as a preparation for UNGASS 2016.
The UNGASS 1990 focused on enhancing the efficiency of the UN drug system, which later highlighted the difficulty of system-wide coherence. The UNGASS 1998 focused on strengthening the UN drug control machinery. The report also discusses systematic challenges, options for systemic reforms, UN drug treaty breaches, cracks in the "Vienna consensus", and various tensions within the UN Drug system. Conclusively the report sets out a series of policy recommendations for the UNGASS 2016, with one of the recommendations being that a special advisory group should be established prior to UNGASS 2016.
