These guidelines were published by the World Health Organization in 2009 in response to the resolution Guidelines for Psychosocially Assisted Pharmacological Treatment of Persons Dependent on Opioids by the UN Economic and Social Council.
The guidelines do not only provide the specific guidelines drafted by the WHO. It also includes the reasoning being the formulation of the guidelines and background information on opioid dependence. The document's main body are guidelines directed at three separate groups; policy makers and administrators, managers and clinical leaders, and health-care workers.
