Report of the Special Rapporteur on extrajudicial, summary or arbitrary executions: Observations on communications transmitted to Governments and replies received, Christof Heyns (2013)

This report presents the summaries of cases transmitted to the Governments and the replies received from them. It notes several allegations of death penalty for drug-related crimes in Indonesia (3), The Islamic Republic of Iran (4), Saudi Arabia (1), and Singapore (1).

The Special Rapporteur recalls that, under international human rights law, drug-related offences are not considered as a most serious crime and therefore may not be punishable with the death penalty. He urges all State to refrain from any executions which would be in contravention of the international human rights law.
