Paragraph 182 of the report describes the police practice in the USA of placing suspects face down in restraints, (usually while hogtied), which has resulted in a substantial number of injuries and deaths in police custody. This risk of death from this practice is said to be exacerbated where the retained person is in an agitated state or under the influence of drugs.
