Report by the Special Rapporteur on extrajudicial, summary or arbitrary executions, Bacre Waly Ndiaye (1996)

The Special Rapporteur raises concerns about the extension of the scope of the death penalty to offences previously not punishable by death, such as smuggling of drugs in Libya and drug trafficking in Kuwait. He also mentions that in Malaysia and Singapore the presumption of innocence is not fully guaranteed and the mitigating factors not taken into account.

He concludes that the death penalty should be eliminated for drug-related offences in countries such as China, the Islamic Republic of Iran, Malaysia, Singapore, Thailand and the United States of America.
