Report of the Special Rapporteur on extrajudicial, summary or arbitrary executions: Country situations, Bacre Waly Ndiaye (1997)

This report presents the summaries of cases transmitted to the Governments and the replies received from them. It notes that the death penalty is still applied to drug offences in China, Malaysia, Singapore and Turkmenistan. Moreover the laws in Malaysia and Singapore partially shift the burden of proof on the accused in relation to drug trafficking offences, thus violating the right to a fair trial and therewith the right to life.

The report also mentions that many children have been killed in drug related violence and clashes between groups and with police officers in Brazil.
