Report of the Special Rapporteur on extrajudicial, summary or arbitrary executions, Bacre Waly Ndiaye (1997)

In this report, the Special Rapporteur expresses concerns about the imposition of the death penalty to drug offences in countries such as Malaysia, Singapore, China, the Democratic Republic of the Congo, the Islamic Republic of Iran and Viet Nam. More, he noticed that in some of these countries, the guarantees of a fair trial are not respected.

He concludes that the drug offences do not fall within the scope of crimes subject to capital punishment, urging all countries to abolish this penalty.
