Report on the Summary of cases transmitted to Governments and replies received, Sir Nigel Rodley (2002)

The report details instances of torture of those accused of drugs related offences, including Armenia (paragraph 68), Georgia (paragraph 554), and Russia (paragraph 1305).  

The Special Rapporteur also addresses the issue of criminality in Brazilian Law of possession of small amount of narcotics drugs and claimed that persons arrested for carrying small amounts of narcotics should not be indicted under the Law on Heinous Crimes which requires the entire sentence be served under a closed-door regime (see paragraph 210).
