This report presents the summaries of cases transmitted to the Governments and the replies received from them. In relation to drug issues, the report mentions:
- the use of the death penalty for drug offences in China, Iraq, Sri Lanka and Thailand
- the high level of impunity enjoyed by the military and paramilitary groups in Colombia, the drug trafficking groups also contributing to a culture of violence and impunity
