Report of the Working Group on Arbitrary Detention: Mission to Mexico (2002)

This report presents the findings and recommendations of the Working Group on its mission to Mexico. It notes that there are multiple complaints about arbitrary detention, particularly in connection to drug-related offences.

It expresses concerns regarding the ban on early release for those charged with serious offences(including drug-related offences) which is disproportionate in comparison with other offences for which early release is possible, creating injustice among detainees.

It also makes comments on the case of the two army generals prosecuted for drug-trafficking which should have been judged by a civil court, and not by a military court which is not considered to be a wholly impartial and independent court.
