Report submitted by the Working Group on Arbitrary Detention: Mission to China (1997)

This report presents the findings and recommendations of the Working Group on its mission to China. It notes that the sanction for those charged with minor offences (such as drugs consumption) is re-education through labour. However, if it is a first offence of drug abuse, the person will be sent to a rehabilitation center. In cases of repeated drug abuse, he is sent to these re-education centers.

The Working Group recommends that this sentence should be decided by a judge and not by the CRL in order to avoid any suspicions of arbitrariness.
