Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment:Mission to Greece, Manfred Nowak (2011)

In this report, the Special Rapporteur highlights the poor quality of health care provided for detainees, the shortages of the staff (and its lack of specialization and training), and of therapeutic drugs(most of them being already expired).

He also notes the lack of access to basic medical assistance: detainees with drug addiction received no adequate medical attention or access to substitute treatment, as well as detainees with other diseases such as hepatitis C or HIV.

He recommends the Government to decriminalize certain offences (particularly in relation to drug use and other drug-related offences) in order to combat the severe overcrowding in detention facilities.
