Interim report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, Juan E. Méndez (2013)

This report focuses on the procedural standards and safeguards that should be applied to all cases of deprivation of liberty and mentions that the states must implement The Standard Minimum Rules for the Treatment of Prisoners.

The Special Rapporteur expresses his concern in regard to the high risk of discrimination, neglect and abuse against people who use drugs. He also makes note of the denial of opiate substitution treatment for them which constitute ill-treatment, possibly torture. It recommends that all harm reduction measures should be available at every stage of detention.
