Rights of Indigenous Peoples and the International Drug Control Regime: The Case of Traditional Coca Leaf Chewing, Sven Pfeiffer (2013)

This article focuses on the conflict between the rights of indigenous people to maintain and develop their cultural identity, customs and traditions (in this case, the coca leaf chewing tradition) and the international drug control regime.

The author suggests that in order to resolve the tensions between the international human rights treaties and drug control treaties, States can restrict the rights of indigenous people but only after consulting them and taking into account their customary laws.The article also mentions the situation in Bolivia, the only country which has decided to address this conflict in favor of the indigenous people, by taking action under the domestic and the international law.
