Communications Report of the Special Rapporteur on the right to health: Brazil, Anand Grover (2012)

This communications report was addressed to the Government of Brazil regarding alleged human rights violations. According to the allegation, security forces carried out operations in a central neighborhood in São Paulo in order to combat drug trafficking. However, the only victims of these operations were not drug traffickers, but drug users and persons living in poverty. 

The report notes also that people who use drugs had not been given access to affordable treatment in sufficient number and without discrimination.
