Communications Report of Special Procedures (2011)

The report notes the negative impact of the free trade agreement between India and EU, which would affect millions of peoples' (including those living with HIV) access to affordable priced medicines. There is also a lack of palliative care for millions of patients suffering from moderate to severe pain.

The report also mentions the problems faced by Russia and Ukraine in relation to the securement of the right to health. While in Russia there were shortages and interruptions in anti-retroviral treatment (including in prisons) and also denial of Opioid Substitution Treatment(OST) for people undergoing drug-dependence treatment programs, in Ukraine complaints were issued about the lack of adequate palliative care and medicines and about the interference into confidential data of drug dependent patients receiving substitution maintenance therapy.
