Report of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, Anand Grover (2013)

This report focuses on the right to health in conflict situations. It notes that providing essential medicines is a core obligation of states, and therefore even during times of conflict states must provide such medicines, particularly to those made vulnerable by the conflict. It also suggests that states 'could provide information about traditional medicine and support its use by communities who may be unable to access institutional care due to conflict'. The SR recommends that primary health services be made available to people affected by conflict, and that humanitarian health initiatives 'should promote traditional medicines and practices ... in line with the right to health'.
