Report of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health: Mission to Viet Nam, Anand Grover (2012)

The report notes concern at high prices for some medicines in Vietnam, and stresses its obligation to ensure access to affordable medicines. The report also discusses how the prevalence of HIV is exacerbated by the stigmatization of vulnerable groups, including injecting drug users. 

The Special Rapporteur notes the negative impact of criminalization of drug use and expresses concern at the detention and compulsory treatment of some drug users in Vietnam and the fact that the country does not distinguish between drug use and drug dependence.

 The report includes strong recommendations for improving access to affordable medicines, eliminating stigmatization of drug users and de-penalizing drug use, and closing compulsory drug rehabilitation centers and replacing them with evidence-based, rights-respecting treatment and care.
