This report examines reproductive health rights and harm reduction policies. The Special Rapporteur (SR) strongly supports harm reduction; he notes that 'the right to health requires that all States, as a matter of priority', provide such services, and that 'it is the right of everyone who is opiate-dependent to receive evidence-based treatment'. The SR says that national criminal laws and regulations should complement, not hinder, harm reduction strategies. The SR then provides a detailed recommendation urging Poland to implement harm reduction policies and practices.
